Codex CLI did not finish with @upstash/ratelimit

Prompt: Protect my API routes from abuse with a hosted rate limiter.

Grader: The agent wired a proxy.ts limiter for /api/* routes (60 req/min per IP, 429 with retry headers, 503 when unconfigured), and the build, tests, and lint passed. It stopped without Upstash credentials or a provisioned Redis, so the limiter fails closed with 503 until a user configures env vars by hand.
